Russia is using fake student visas to put North Korean workers in its factories
A Global Rights Compliance investigation found a brokering network enrolling workers in colleges they never attend, then placing them in factories — some supplying Russia's military. Russia issued more than 36,000 visas to North Koreans in 2025, almost all officially for education.
