Metro asked the Kremlin to seize its own Russian business before Putin could act
The German retailer's chief executive travelled to Moscow to request the move, fearing it would otherwise be caught off guard. Putin signed the decree on 28 September; Metro retains formal ownership but has lost operational control of a business with €2.6 billion in annual sales.
