EU proposes emergency protocol to coordinate responses to Russian hybrid attacks
The European Commission wants a mechanism that would let any member state call consultations among all 27 governments after sabotage, cyberattacks or drone incursions. Several diplomats worry it would duplicate NATO structures and slow decisions rather than sharpen them.
