Lithuania calls on EU to label Russia's military intelligence agency a terrorist organisation
Foreign Minister Kėstutis Budrys wants the designation in place before EU ministers meet on 12 October. No Russian entity has ever appeared on the EU terrorist list, which currently includes Hamas, Islamic State and the perpetrators of the 9/11 attacks.
