Indian Prime Minister Narendra Modi urged Russian President Vladimir Putin to end Russia’s full-scale invasion of Ukraine during a meeting at the Shanghai Cooperation Organization summit in Bishkek. Modi said India would continue to support peace talks between Ukraine and Russia.

“We must move from endless war to end of war. This is India’s message. We need end of war, not endless war,” Modi told Putin. He also said: “Every day of war sets humanity back. We must work toward ending hostilities.”

The meeting took place amid a U.S. tariff threat on Russian oil. India expressed support for efforts to end the war in Ukraine, though Putin’s direct response to Modi’s appeal was unknown.

Recent Kremlin statements have set out Moscow’s position on a ceasefire. In late July, Kazakh President Kassym-Jomart Tokayev called for a “freeze” in Russia’s full-scale invasion of Ukraine during talks with Putin in Omsk.

Kremlin spokesman Dmitry Peskov said that, given Kyiv’s position, “such a freeze is not possible”. Peskov said: “For us, there is a main condition — we must achieve our goals.”

The public accounts of the meeting did not establish whether Modi and Putin reached any agreement or issued a joint statement. The substance of their private discussions, India’s specific diplomatic approach and any effect on Russian policy also remained unknown.
