Andrew Cuomo, the co-chair of OKXICE, is leading the joint venture’s effort to bring tokenised stock trading to the US market. On 4 October 2026, OKXICE filed notice with the Securities and Exchange Commission of its plan to launch a tokenised securities venue, starting a regulatory review and a 30-day window for companies to opt out.
OKXICE is a joint venture between cryptocurrency exchange operator OKX and Intercontinental Exchange Inc, the parent of the New York Stock Exchange. The companies formed the venture on a 50-50 basis in June 2026 to build infrastructure for tokenised financial products. ICE had also taken a stake in OKX in March at a $25 billion valuation.
The filing follows a temporary SEC exemption issued in September 2026 that permits limited trading of tokenised US stocks on certain on-chain venues. OKXICE is among the first institutions seeking to run a platform under those rules.
A public notice dated 4 October listed 63 proposed stock symbols, including Nvidia, Apple, Microsoft and Tesla, as well as the crypto companies Coinbase, Circle and Bitgo. The proposed platform would cover more than 60 companies listed on US stock exchanges.
The arrangement is an attempt to apply crypto-market machinery to conventional shares. Under the exemption, tokenised securities venues can offer permissioned trading in tokenised National Market System stocks through automated market makers and liquidity pools.
OKXICE plans to run permissioned Uniswap v4 liquidity pools on XLayer, an Ethereum Virtual Machine-compatible layer-2 network. The platform is intended to operate 24 hours a day, seven days a week, with instant settlement and self-custody.
Each tokenised stock would trade against USDC, Global Dollar or USDT. The digital assets must carry the full shareholder benefits attached to the underlying shares, including dividends and voting rights.
The filing does not set a launch date. Trading can begin only after the 30-day opt-out period has been completed and other requirements have been met. OKX said it was working towards a launch within the notice window, subject to satisfying the exemption’s operating requirements.
Cuomo described the proposal as “a landmark step toward a truly global, 24/7 Wall Street” and said it could help keep “the future of digital finance anchored here in the United States.”
For now, the mechanism remains conditional: issuers may opt out, the SEC has yet to respond publicly to the application, and the eventual level of retail use and trading activity is unknown.
